  Human rights constitute an important foundation for building the international community. They have been
addressed in treaties, declarations, and international agreements. The Universal Declaration of Human Rights
has led to more than 80 international treaties and statements on human rights, in addition to numerous regional
human rights conventions, local human rights charters, constitutional legislations, forming a comprehensive and
legally binding international system for the promotion and protection of human rights.

  International human rights law imposes obligations that states must uphold. When states become parties
to international treaties, they assume obligations and duties under international law to respect, protect, and
implement human rights. Respect means that states must refrain from interfering with or curtailing human rights.
Protection requires states to safeguard individuals and groups against human rights violations. Implementation
entails demanding states to take positive measures to facilitate the enjoyment of basic human rights.

  By ratifying international human rights treaties, states commit to adopting domestic measures and legislations
that align with their contractual obligations and duties, ensuring that the legal system at the national level
guarantees the basic legal protection of human rights as provided in international law.

  Accordingly, Naif Arab University for Security Sciences (NAUSS); the scientific arm of the Arab Interior
Ministers Council (AIMC), has actively and constructively undertaken its scientific mission to enhance Arab and
international efforts in the field of human rights. This reflects the directives of their Highnesses and Excellencies,
the Arab Ministers of Interior, who consistently emphasize the importance of human rights, which are considered
a foundation for the stability and progress of societies. Wherever human rights are established and promoted,
security and sustainable development are achieved.

  Therefore, Naif Arab University for Security Sciences exerts diligent and continuous efforts to promote human
rights through in-depth studies and diverse contributions on this important subject. These efforts are manifested
in the development of academic programs, organization of scientific and training events, and international
conferences that have offered numerous significant recommendations and declarations for supporting the global
journey toward defending human rights. Additionally, the University scientific output, represented by its scholarly
publications, has enriched the Arab library in the field of human rights. The aim is to affirm the values of human
rights and assist in governance of institutions responsible for organization, preservation, and development of
legislations and implementation mechanisms of such rights. This effectively enables all members of society to
provide positive and active contributions for sustaining well-being, security, and community safety.

  As the University continues its academic, research, and training efforts, and through its effective strategic
partnerships with Arab and international institutions, particularly the United Nations and its multiple
organizations as well as the League of Arab States and its institutions, it hopes that this scientific momentum
and collective cooperation may strengthen the international human rights system. This should be based on the
principles of justice and legislations that respect religious and cultural specificity, as well as the system of values
and social customs, in a way that benefits humanity.

  This issue of Security & Life magazine is dedicated to highlight the Arab endeavors and achievements in fields of
human rights and reflects NAUSS efforts aiming to promote human rights. We hope that this issue may assist in
realizing the desired benefit.
